Roger Bullington: A Legacy of Building Communities
After almost 40 years of service and leadership, Roger Bullington is focusing his efforts solely on development as he takes on his new role as President of Chief Development.
Throughout his career, Roger has been instrumental in shaping not just the company’s construction operations, but the communities we serve. He played a pivotal role in transformative projects such as The Railyard in Lincoln, a vibrant entertainment district, and Prairie Commons in Grand Island, which was recognized with the 2024 CRE Summit Development of the Year Award.
Roger’s refined focus on development will allow him to pursue larger-scale, community-driven projects across Nebraska—helping towns and cities grow in ways that are sustainable, strategic, and impactful. His deep knowledge of construction, coupled with a passion for regional growth, makes him the ideal leader to guide Chief Development into its next chapter.
Justin Sanford: A New Chapter of Leadership at Chief Construction
Stepping into the role of President and General Manager of Chief Construction is Justin Sanford, a seasoned construction executive with nearly three decades of experience.
Justin grew up in Ayr, Nebraska, and brings a deep understanding of both the construction industry and the communities we serve. He joins Chief after a 29-year career at Sampson Construction, where he rose from Project Manager to Vice President, leading a team across five offices.
His portfolio includes million of square feet of completed space—from student housing and laboratories to athletic complexes and national retail projects. He’s worked closely with Chief Buildings and Arrowhead Steel on past builds, making his transition into the Chief family a natural fit.
Justin’s leadership style is grounded in teamwork, integrity, and results. His arrival ensures that Chief Construction continues to deliver excellence on every project, while also exploring new opportunities and innovations.

As Roger focuses on expanding our development footprint and Justin takes the helm at Chief Construction, we’re confident this transition will strengthen our commitment to building lasting partnerships, vibrant communities, and a future we’re proud to be part of.
